Rename Rule 2.3.1 (Contacts) to “Surveillance”, and reword it to:-

An Agent may, if they have not yet done so when they had their current Location, telephone D-Ops announcing their intention to perform surveillance. D-Ops should respond to this email. Responses by D-Ops shall be determined in the following manner:-

  • If the Agent performing surveillance has a Location of “Unknown,” D-Ops will refuse and cite this reason.
  • Otherwise, if there existed any Agents or Imposters with the same Location as the Agent requesting the contact, at the time the Surveillance was announced, D-Ops will respond with a list of all of their Codenames.
  • If neither of the above are true, D-Ops will respond that there were no suspicious characters in the District.

Making the “check for agents in the location” action a lot more beneficial to the agent performing it, since it doesn’t seem that useful at the moment. Under this change, you would get all the Codenames in the District, and you wouldn’t give away your own.

Note that this also modifies the timing - a surveillance check is made for the time the email was sent, not (as it is currently, in a vague way) the time that D-Ops happens to read it.
