If Proposal: Largely Ignored Jugs of Water failed, this proposal does nothing.

Otherwise:

Add a new sub-rule to the rule “Committees”, entitled “Executive”:

The Executive Committee has one seat. Its Power is to mandate that a single Clerk, who may not be a Clerk who is sitting on the Executive Committee, has achieved Victory.

Amend the rule entitled “Recruitment” to read as follows:

The Recruitment Committee has 10 Seats. Its Power is to add a single Clerk to a single Committee (other than the Executive Committee), unless this would result in that Committee having more Members than Seats.

I’m very wary of a day-one victory condition, when the Committee rules are still being sketched out. (Weirdest thing I can see here is that any player could submit a Motion E to crown themselves as victor, without even being on that Committee, but it would time out with no legal votes.)

I usually distrust day one victory proposals too, but we haven’t had one in a while, and it seems nice to explore it as a setup occasionally.

I doubt Josh actually has a scam in place here (since there’s no gamestate set up yet, so he’s in no better position than anyone else to take advantage of it), but a plugged-in victory condition will make every subsequent Committee proposal high risk. I think it’s healthier if we can afford to make mistakes and fix things later, while getting the basics down.

Seems fine as a goal otherwise, though - if this fails, I’ll repropose it as an unplugged “nothing happens” Committee when I have a slot free.
