Enact a new rule called ‘Kaiju Mitama’. It shall contain the following text:

Each Kaiju God possesses two souls, Nigi-Mitama, and Ara-Mitama. Each Kaiju God will have a rating for each, which begins at 0, and may be a positive or negative integer. Certain actions made by the Kaiju Gods in the game may affect these ratings. These ratings for each Kaiju God will be tracked on the City Document wiki.

Ara-Mitama (Aggressive Soul): This rating roughly tracks the bad things a Kaiju God has done towards the city and people of Tokyo, and aggressive actions in general.

Nigi-Mitama (Gentle Soul): This rating rougly tracks the good things a Kaiju God has done for the city and people of Tokyo, and gentle actions in general.

Add the following to the end of the Kaiju power ‘Teleport [Monster] to [Neighborhood]’:

Increase the Kaiju God’s Ara-Mitama by 3, and decrease their Nigi-Mitama by 2.

Add the following to the end of the Kaiju power ‘Empower [Monster]’:

Increase the Kaiju God’s Ara-Mitama by 1, and decrease their Nigi-Mitama by 1.

Add the following to the end of the Kaiju power ‘Weaken [Monster]’:

Decrease the Kaiju God’s Ara-Mitama by 1, and increase their Nigi-Mitama by 1.

Add the following to the end of the Kaiju power ‘Circle of Protection over [Neighborhood]’:

Increase the Kaiju God’s Nigi-Mitama by 3, and decrease their Ara-Mitama by 2.

Add the following to the end of the Kaiju power ‘Media Blackout over [Neighborhood]’:

Increase the Kaiju God’s Nigi-Mitama by 1.

Add the following to the end of the Kaiju power ‘Media Frenzy over [Neighborhood]’:

Increase the Kaiju God’s Ara-Mitama by 1.
