If a rule called “Executive” exists, repeal it. Then enact a new subrule of “Committees”, called “Executive”:
The Executive Committee has one seat. Its Power is to mandate that a single Clerk, who may not be a Clerk who is sitting on the Executive Committee, has an Executive Washroom Keycard.
Replacing Josh’s proposed victory condition with a meaningless placeholder, so that Committee rules don’t have to be scrupulously watertight just yet.
