Add a new item to the list in the rule “Meddling:”

• Pronounce: This action can only be taken by a Shifter taking the for of the Harbinger, and only once per New Day. Choose one Faction. Announce in the comments of the latest New Day Dawning post that this Faction has been chosen to raise its banner over the castle. Once such a Pronouncement has been made, Shifters may not change their Alignment until the next New Day. If one Shifter who is a member of the named Faction has a higher Cover than all other members of that Faction, and is not the Harbinger, that Shifter has achieved victory.
