Enact a new rule, “Committees”:-

A number of Committees exist, and are listed as subrules to this rule. Each Committee must be identified by a Name (whose first letter is unique among Committees), must have a specific number of Seats, and may have a Power.

Each Clerk may be a Member of one or more Committees, tracked in the GNDT as a list of the first letters of the Names of those Committees, and defaulting to belonging to none.

Enact a new subrule to “Committees”, called “Recruitment”:-

The Recruitment Committee has 10 Seats. Its Power is to add a single Clerk to a single Committee, unless this would result in that Committee having more Members than Seats.

Add every Clerk who voted FOR this proposal to the Recruitment Committee. (If more than 10 Clerks voted FOR this proposal, select 10 of them at random and add them instead.)
