In Rule 2.2, change the text

Every rule existing in the Blognomic ruleset is considered implicit in each Faction’s Ruleset, even if not written on it.

to

imperial I would argue that the core rules need to be included, but the dynastic rules merely govern the factions.  Otherwise, each faction creates three other factions, creating an infinite loop of factions.

against Didn’t a proposal with this effect fail a while ago?

Maybe we should just count the core rules, glossary rules, and stuff about relics as part of each faction’s ruleset.

I’d love to enact this, but I can’t.  because the is a GNO proposal sitting in the queue, and non-GNO admins can’t enact GNO proposals.

GNO proposals don’t have anything to do with non-Faction proposals.  They are separate queues.
