Add to the list of neighbors in the rule “Neighbors”

Eel - Represented by ‘E’. Spawns if there is a Crevice in the scouted location.
Mussels - Represented by ‘M’. Spawns if there is a Brine Pool in the scouted location
Starfish - Represented by ‘S’. Spawns if there is a Large Rock Outcropping in the scouted location.
Sea Anemone - Represented by ‘A’. Spawns if there is a Reef in the scouted location.
Sea Weed - Represented by ‘W’. Spawns if there are no features in the scouted location.
Tube Worm - Represented by ‘T’. Spawns if there is a Vent in the scouted location.

Add to the top of the section “Neighbors”

Spawn - a neighbor that spawns in a location is added to that loctation when that location is scouted by an Organ in the ocellus state and the other conditions for spawning are met.

And finally if the majority of Voters For this proposal have the text, “change grumper” in their final vote, then change “Every Monday at 6:00:00 UTC, a Big Grumper appears at all locations that have the Skeleton terrain feature and don’t have a Big Grumper already” to

Represented by ‘BG’. Spawns if there is a skeleton present in a location.

I think if it were enacted presently, any foggy location would automatically get sea weed since it doesn’t have any features at the time of scouting.

Should probably be “most of the Voters”, since “comments that are voting” is not really correct since comments can’t vote, and “comments with votes in them” allows people to “vote” on the grumper multiple times.

Here we go, paraphrased from wikipedia. Deep sea brine pools often occur at the same places as brine pools and have an ecosystem dependent upon chemical energy processed from bacteria, similar to the hydrothermal vents. The bacteria have a symbiotic relationship with muscles living at the edge of the pool
