In “Gamestate tracking”, replace “or all comments on it contain no voting icons” with:-

or (if it is a Votable Matter) if all comments on it contain no voting icons

Per discussion on Never a Need to Erase, this locks non-votable official posts as soon as they get a comment, rather than forcing other players to explicitly commit to stamping a non-vote “no take backs” voting icon.

The definition of votable matter seems quite circular. A votable matter is what Explorers may cast a vote on. Explorers may cast a vote on votable matters.
