In “The Director”, replace “the Director may not take a dynastic action until he has chosen and set an Appraisal score for that Clerk” with

the Director may not take an action defined by any other dynastic rule until he has chosen and set an Appraisal score for that Clerk

Painted myself into a bit of a corner here if I “cannot take a dynastic action until after I have taken the following dynastic action”. (Although “dynastic action” isn’t actually defined anywhere.)

for May we assume by the posting of this proposal that Appraisal Scores have now been set for all active players?

No, because (if “dynastic action” means anything at all) I can’t set an Appraisal Score until after I’ve set an Appraisal Score.
