If every Tripper’s Location is at or after a Final Destination Stop and no Tripper has achieved victory this dynasty, then the single Tripper with the most Souveniers achieves victory (if tied, the tied Tripper with the most Coins achieves victory; if still tied, the tied Tripper who Drove least recently achieves victory).
This feels a bit static to me. Getting and holding three Souveniers seems rather easy (unless I’m missing a scam that lets someone easily remove another player’s Souvenier or bypass the three cap), so it comes down to most coins. Which will just encourage coin hoarding rather than turning coins into a resource that people can and should spend to effect the game.

BlogNomic is an online Nomic: a self-modifying game where changing the rules is part of the game. Players make blog posts proposing additions or alterations to the ruleset, discussing and casting votes in the comments: if enough vote in favour, the rules are changed and play continues.
