More rearrangements of the rules.

“Popsy Pervy” and its subrules, are promoted to YELLOW from RED.
“Proposal Perversity” is promoted to ULTRAVIOLET from RED.
“The Locked Room” and “Travel Permits” are both promoted to ORANGE from RED.
