Remove “When a Proposal creates or modifies a Treaty, every Emperor that voted FOR it becomes a Signatory to that Treaty; for this purpose, a DEFERENTIAL vote is never a FOR vote.” from Treaties [Universal].

What it’s trying to solve is that nobody can vote on anything that affects anything, at the risk of becoming an indelible signatory. Except by DEF-ing, which continues to give Bucky a much larger than usual influence on everything that happens beyond the usual veto power. The practical gulf between everything happening at an emperor’s non-displeasure, and everything happening at an emperor’s pleasure, is very wide and not very fun, as it turns out.

But the problem is that without this a bunch of non bears could pass a proposal that says “All bears are very smelly and need to take a bath” and everyone who isn’t a bear could vote for that proposal and there would be nothing bears could do about it.
