If Proposal: Classical Gas was not enacted then this proposal has no effect.

Add the following as a bullet to the Fighting atomic action, immediately after the bullet that reads “If they kept three Leaps and no Kick, Punch or Grapple, losing 3 Contribution (to a minimum of zero)”:

If Contribution was gained during this Fighting Action, the Opponent loses Gas equal to that Contribution. If Contribution was lost during this Fighting Action, the Realtor who is Up loses Gas equal to that Contribution.

Add the following to the end of the second-to-last paragraph of the rule The Narrative:

Realtors who are Down are not counted towards quorum on any proposal whose effect would be limited to changing the dynastic ruleset or gamestate; nor do their votes count on any such proposal, unless their vote is to withdraw a proposal to which they are the author. A Leader must expend 3 Angle to set the Gas of a Down Realtor to 1 before they may expend any further Angle to increase that Realtor’s Gas.
