Proposal: Poppy Trimming

Add a new closed action called “Pick the Poppies” with an effect “Gain $25”

Add the following step to the “Night” atomic action

Pruning: Remove the “Pick the Poppies” closed action from the ruleset, then remove this step.

Yeah to be clear, this gets withdrawn if the scam gets reverted but 10 > 4 so this felt like a good threat to include!

This is definitely the issue with early scams right here - it rarely feels like pulling off a scam unless it’ll straight up win the game, because 9 times out of 10 it’ll just get slammed with a rollback or something like this

The problem with this particular scam is that the Proposal that allowed it to be pulled off also allowed the Closed Trucks to hold up the game indefinitely until they got what they wanted. It was probably unwise to pull the scam in the first place when the Closed Trucks held a supermajority.
