Proposal: Population increase decreased.

Delete the last paragraph of rule 1.1.2 (population).  Create a sub-rule to that rule, entitled “Breeding”, with the text

Each time the Hegemonist posts a market position, e shall change the population of each territory by DICEX - I, where X is 20 for an underpopulated territory, 10 for an overpopulated country, and 15 otherwise.  I = DICE9 is the known as the Influenza Factor , and shall be same for all territories for each market position.

If a territory is disputed the population will not change.  If a territory is occupied, only the native population shall change, though the occupying presence shall be considered for determining of the territory is over- or underpopulated.

I’d advice you to change ‘change’ into ‘increase’ while you still can. At least, that’s what I think you meant.

I changed increase to change so as to not exclude population loss.  Smith’s interpretation might hold, though.  Hm.
