I do have a question though.  I remember there being a rule that said you could clear out vetoed proposals even if they weren’t oldest pending, but I don’t see that any more.  Did it get removed or am I just missing it?

Yeah, and in the sheep dynasty I got some proposals cleared out early by pretending to be Admin Herder, but then suddenly the dynasty was over anyway and it didn’t matter.
