Create a new rule beneath Dead Shot.
Bring out your dead!
An Orc may make a request to examine the dead by making an Entry announcing that they wish to examine the dead. A request to examine the dead consists of the following.
Step 1: The health of all creatures is checked. Creatures are checked in the order they appear in the Ruleset. If any creature has less than 0 health, proceed to step 2. Otherwise, nothing happens, and the request to examine the dead is complete. An Orc may only make a request to examine the dead once every 24 hours.
Step 2: For each creature that has less than 0 health, if that Creature has Loot, the last Orc that caused that creature’s health to decrease is allowed to distribute the loot of that creature as if they were the attacker in Attacking sub rule 4. If no Orc can be said to have caused that creature’s health to decrease, then that loot is removed from that creature. Either way, that creature is to be labeled Properly Examined. Each creature with less than 0 health is examined from top to bottom order, based on their position in the Ruleset. After all creatures with less than 0 health have been labeled Properly Examined, proceed to step 3.
Step 3: Remove any Properly Examined creatures with less than 0 health from the Creatures rule. The request to examine the dead is now complete.
This should fix our skeleton problem. I doubt the clause about no Orc reducing that creature’s health will ever be used, but I see no harm in preparing for these things. Who knows, maybe someone will make a bomb like creature that self destructs or something. Maybe someone will find a way to reduce the health of creatures without attack, or even without being technically responsible. Anyway to put things simply: no damage, no loot.
I had a bit of trouble getting the wording just right for the possibility that there be multiple thirsty skeletons waiting to be examined, or something like that. However, I think I’ve got it down. Step 3 is just cleanup really. No need to keep corpses lying around, eh? As for the title, I couldn’t resist.

The once every 24 hours is on an individual basis, by the way. It seemed like a good idea to add in. That might not be the case though.
