If the Proposal titled “Red, White and Blue” failed, this Proposal does nothing.

In Rule 2.2, replace “If an Agent has a Codename but no Allegiance, D-Ops may assign them an Allegiance at random, and contact them privately to inform them of this fact.” with:-

If an Agent has a Codename but no Allegiance, the D-Ops shall set their Allegiance to Independent.

And add:-

As a Weekly Action, an Agent may Telephone the Director of Ops and request a change of Allegiance.  The D-Ops may effect this change at their discretion, and will notify the Agent when done.

The D-Ops shall set the Allegiance of each Agent with a Codename to Independent.

In addition, should the Proposal titled “The Adversaries” pass, replace “the Imposters, who have a Codename and Description as though they were Agents” with:

the Imposters, who have a Codename, Description and Allegiance as though they were Agents

and the D-Ops shall set the Allegiance of one Imposter to US, another to Soviet, and the third to Independent.
