Proposal: Laying Low

Enact a new rule “Laying Low” :

When a New Day Dawns, any Shifter whose Cover did not decrease since the previous New Day gains 2 Cover.

imperial Tracking it could be a pain, and without explicitly saying whose job this is it could end up being an automagical effect that never ends up happening.

Seems fair to assume that the person who triggers the New Day has to process this as well, particularly as it’s always the same person. (“At midnight, X happens” are the tricky ones.)

for for a nice idea. Would be easier to track as just a once-per-Day “-2 Cover for duplicates, +2 for individuals” effect.

Kevan: That’s true, but I also wanted the cost of a Meddling action or other effects to Cover to also include not getting the +2 points on the new day.

Actually, looking at the timing of it this wording would only affect those who spent Cover in Meddling actions: the other decreases are an instantaneous part of the New Day process, so won’t have happened “since the previous New Day”.

I’ve got another proposal in the works that would also affect Cover scores during the Day, so it would affect that also - but it no longer matters, as I’m completely reworking this to address Kevan’s valid point of “rewarding inactivity”.
