Not unidling.

This has no effect. It introduces no rules, and so the choice ceases to exist immediately upon being Enacted, as does the continuous effect which is looking for “passed” Proposals.

against Seems likely to just encourage voting against all proposals, to stop anyone from getting an advantage.

[Tantusar] Zyborg did the same thing last week and there wasn’t any strong objection to interpreting this style of proposal writing as “I propose that this should be an ongoing rule” (given that this seems the only way to read it).
