Proposal: Queue Limit

At the end of the first paragraph contained in the rule “Timed Actions”, add the following text:

Each individual City may only have 3 incomplete Timed Actions active at once.

For each City that has more than 3 incomplete Timed Actions at the time of this Proposal being enacted, delete all of their Timed Actions except for their 3 earliest Timed Actions.

I definitely see the issue you’re addressing here - I think the issue at hand is a balance between indefinite free actions and micromanagement so that one may start a new action immediately after a slot opens up as to not lose effeciency. While this addresses the former quite well, I’m not sure how to approach the topic of the latter (if it is even an issue)

FWIW, I think the problem here is in Josh’s Tenet not having a limit, rather than in Timed Actions not having a limit.

We probably wouldn’t have approved a “you can gain 1 Praxis” action with no limits, so it doesn’t make much sense to approve it with no limits but a delay.

I think this limit is fine. Requiring uninterrupted efficiency is probably not a good goal to have, as that implies both micromanagement (as you already mentioned), and timing plays. We should steer away from turning the dynasty into something that requires either as a strategic imperative.

A further thought: make a Tenet that allows for auto-adding Timed Actions so that it doesn’t have to be done manually.
