If the rule “Officials” exists add the following sub-rule “Record Keeper” to it:

Duties: Makes sure that the Ruleset on the wiki is updated when necessary.

against Bucky’s argument can be undercut by “I pledge to make sure that the ruleset is updated by encouraging all admins to do their jobs, well done admins”, but this does seem a bit meaningless, really.

against Could be a good idea with similar mechanics in a different nomic, but as it is, is both trivial and easily scammed. Perhaps a variant that had to ensure that all ruleset/gamestate updates were legal, within a certain time after they happened (24 hours? 48 hours?), could be useful; a sort of catch-mistakes-made-by-others office. I fear, though, that it might encourage people to make mistakes deliberately in an attempt to catch people out, which would be pretty bad for the game.
