Remove “Broken 3x” from all Search Multipliers.

“Sometimes you just waste 20 hours” is perhaps the least enjoyable rule right now.

Agreed, if we want to get rid of Time being wasted in a fruitless Search, let’s remove all references to Broken from the ruleset.

Just removing them from the table achieves the effect needed, I think? Keeping the term defined gives us the option to easily plug it back to some locations later in if we ever had reason to, and I think leaving traces of weakened mechanics in the ruleset has a better historical look to it.
