Repeal section 2.7.2, Influential Beacon
“Arbiter cannot cast a vote of DEFERENTIAL.”—meaning that under the definition of ‘casting a vote’, Hix did not actually vote.
As to why: The influential beacon thing just seems kind of messy now.
Also note that the word ‘may’ simply means ‘can unless something else says cannot or otherwise conflicts’.
So if one rule said:
Epylar may travel to any point in history at any time.
And another rule said:
Epylar cannot travel to any point in history at any time.
I would be unable to travel.
If we didn’t have this meaning, then either Hix is not a Traveller, or Hix -did- vote, but not in a way that could be counted for or against the proposition.
