Proposal: Revolt is a bit odd

Change the cost-per-period of the ‘Hostile Takeover’ event to

DICEY population in (Territory), where Y is the native population divided by four, rounding up.  If DICEY is greater than the country’s population in (Territory), reduce eir population to 0.

This makes more sense to me.  Et vous?
