If “Form Follows Function” does not pass, this proposal does nothing.

Add a new rule, “Discovered!”:

If a Shifter is Discovered, that Shifter’s Form immediately becomes A Stranger.

Add a new subrule to the rule “Discovered!” Called “Risk”:

Any Form that contains the article “The” is Risky; any Form that contains the article “A” is Secure.

If more than one Shifter would have the same Risky Form, then the Forest shall privately and randomly select one of these Shifters. The other Shifters with this Form are Discovered.
