Create a subrule Sanctuaries to rule Temples:

When the Archon states the Pantheon for the week, the deity with the most temples at the time the Archon made the post may, within 24 hours, create a Sanctuary the same way e would create a temple but without spending a point of quintessence. Sanctuaries may only be build in cities in which no other deity has a sanctuary.

When a sanctuary is built in a city, the name and pantheon listed shall be changed to the name and pantheon of the deity who built the sanctuary, at the time the Archon made the post which enabled em to build one.

Sanctuaries are listed in the Deity Wiki in the same manner as Temples

Amend subrule Glory so it reads:

The Deity with the most Sanctuaries at any given time is the Godhead.
