Proposal: Sandbagger One

To the bulleted list in Rule 2.9 (Specialties), add:-

Sandbagger. A Sandbagger ignores the restriction of only being assignable to a single Operation at a given time. If three Agents are Sandbaggers, further Agents cannot become Sandbaggers.

In Rule 2.5 (Objectives), replace “ignoring those who have been assigned the Objective since last requesting it” with:-

ignoring those who have been assigned the Objective since last requesting it, or who could not be assigned to the Operation

Fixing a bug where Rule 2.5 tries to assign an agent who’s already been assigned to another operation, and adding a Specialty that circumvents the operation cap. (The three-Sandbagger limit is a reference to the 1978 TV series that’s been loosely inspiring me this dynasty, and which I’d strongly recommend the DVD box set of, to anyone who thinks they might enjoy a bleak espionage version of “Yes Minister”.)

It’s on YouTube. It’s not much of a similarity; just a lot of late-1970s British civil service, pacing around drab offices while all the action happens off-screen, and cutting corners to get the job done.
