Create a new rule called “Marks” as follows:

Each Reader may have zero or more Marks; this is tracked in the GNDT. By default, a Reader has no Marks. A Mark is the name of a specific Card. If a Reader has a Mark of a given Card, that Reader may act as if that Card is active at any time.

A Mark does not change that Card’s Revealed or Unrevealed status. Ongoing effects from a Mark apply only to the Reader with that Mark, unless that Card is active in the Spread. A Reader with the Mark of a given Card may not use a Mark to act as if that Card had just been drawn or discarded.

imperial Feels like this could just be part of the Discards, though.

against I like the premise, but per Kevan, think it would me more interesting if it were the case - say - that the topmost card in each Reader’s discard were to be active for that Reader at all times.

against CoV for expediency, since we’d have to enact a rule to let players set their Marks anyway. Topmost cards sound good.
