Proposal: Silver Bullets for All

Enact a new rule, ‘Silver Bullets’, with the following text:
There exist silver bullets and guns in the game. The number of each that a villager possesses shall be tracked in the GDNT. Each villager begins with 0 of each, and may never have fewer than 0 of each. At any time, assuming he is in possession of at least one of the appropriate item, a villager may give one or more from his stocks to another villager, updating the GDNT appropriately (or having the mayor or an admin make the change if they are not able).
Create a new sub-rule of ‘Silver Bullets’, titled ‘Silver and Gun Occupations’, with the following text:
The following occupations are ‘silver-related occupations’: silversmith, goldsmith, and wiredrawer.
The following occupations are ‘gun-related occupations’: gunsmith, and gunstocker.
As a daily action, assuming it’s currently daytime, a villager of a silver-related occupation may make a single silver bullet for his own possession, if that villager has held the occupation for at least a full daytime and nighttime.
As a weekly action, assuming it’s currently daytime, a villager of a gun-related occupation may make a single gun for his own possession, if that villager has held the occupation for at least a full week.

obviously, that makes silver smithing a dangerous occupation, and the town will probably be lucky to hold onto a gunsmith more than a day or two.
however, i imagine the town meeting might decide to purchase guns from a neighboring town, for instance.
this just gets something in place. no effects yet—didn’t want to completely ruin the chance of getting this passed.
