Proposal: So I was rereading the ruleset and this annoyed me

Swap the order of core rules 1.4 and 1.5, renumbering them appropriately and updating any references to either of those rules as necessary to have the result of gameplay being exactly as it was previously except that the order of the rules are switched.

Because right now we have:

1.4: First type of votable matter
1.5: oh, btw, this is what a votable matter is
1.6-1.7: and here are the rest of the votable matters
