Proposal: Survivor’s Gelt

If Proposal: The Last Biscuit was not enacted then this proposal has no further effect.
Add the following to the end of the rule Secrets and Tells:
When any gamestate information that is described as ‘secretly tracked,’ each Villager tracks such element of that information as pertains to their own gamestate in their own Secret.
Add a new rule to the ruleset, called Gelt:
Each Villager has an amount of Gelt, which must be a non-negative integer and which is secretly tracked.
Each non-Outside Location has a Wealth, which is the total amount of Gelt held by Villagers in that location. The Wealth of each Location is not tracked, and can only be derived from the Secrets of the Villagers occupying that Location.
Add a new rule to the ruleset as a subrule to the rule Searches, called Scraping:
Scraping is a type of Search which can only be carried out in an Outside Location. A Search is a Scraping if its title contains the word ‘Scraping’. Starting or joining a Scrape costs 20 Time, and both starting and joining a Scrape my only be done by Villagers whose Locations are Outside; any Villager who is party to an open Scrape may not change their Location.
If the EVC of the Blizzard contains the text “no problem”, add the following to the end of the rule Gelt:
Within 24 hours of the closure of any Scrape, the Blizzard should secretly randomly generate a number between 1 and 3 inclusive for each of of its participants. Any participant for whom the result is a 1 also finds a Gelt; the Blizzard should directly communicate with them to relay that fact.
Otherwise, add the following to the end of the rule Gelt:
Within 24 hours of the closure of any Scrape, the Villager who created it should secretly randomly generate a number between 1 and 3 inclusive for each of of its participants. Any participant for whom the result is a 1 also finds a Gelt; the determining Villager should directly communicate with them to relay that fact.

Having the Emperor generating the Gelt shakes out as functionally identical to having them track it, I think, with players just tracking it informally.
If we’re playing to 10 Gelt and the dynasty ends with someone proving that their Secret contains such a balance, we’d still want to turn to the Emperor to ask whether they had generated each of those 10 Gelt. (Not that a player would lie, but they may have misread or misunderstood something, and the Emperor is the only way for us to check the data.)
