For clarification’s sake- Are we saying that Production Line consumes the required resources upon starting the Timed Action, or upon ending the Timed Action?

The format of all Timed Actions is that something happens at the time the action is ended, or “resolved” in the rule terminology. If a Timed Action requires gamestate changes to initiate it, then it’s called out explicitly, such as Setting Sail requiring the Destination to be set at the time the action is created.

So in the case of Production Line, as well as the rest of the Tenet Syntaxese, since there is nothing required to start the action, the required resources are consumed upon ending the Timed Action.

Sort of. My plan was to scam Lucre by offloading and onloading cargo to players that I knew weren’t actively playing but still staying active due to voting, like Raven, so I just needed a few fast boats.
If I pumped Raven and lendun’s Lucre to 5, but mine was 10, that worked for me

Neat! That one’s smart- I was going to get a Warehouse, build a ton of Barges constantly, and fill everyone’s inventories with Steel. That way they can’t do much and I get a bunch of Lucre.
