I finally snapped.  Too many attempts to steal victory through rules abuse and plotting to break the rules.  (YODA!!! HOW DARE YOU PLAN TO BREAK THE RULE THAT FORCES YOU TO GIVE THE ENCRYPTION STUFF TO ME!?!)

It doesn’t say he SHALL do it. It just says it’s his responsibility, which is undefined.

Responsibility is not defined in the ruleset, meaning that its English definition is used.  Said English definition forces Yoda to do it.  If he didn’t, I’d just CfJ him into doing it…or else.

The Standard English definition of “responsibility” means it’s identical to “should” in the ruleset.

Even so, I would still CfJ Yoda into doing it in the spirit of fair play.  And by that, I mean play that doesn’t involve keeping your own faction’s members from knowing needed information.
