If the Proposal “Baby It’s Cold Outside”, or The Wheel of Time Turns have failed then this proposal does nothing instead.
Create a new rule titled “The Alien comes back from Exile”:
The Alien is a entity that haunts the Quiet Village.
The Alien have a Location that defaults to Outside; a Heat that is a integer defaulting at 60 and a Time that is a nonnegative integer defaulting at 0 publicly tracked.
The Alien modifies Time and Heat as if they are a Villager.
Whenever the Alien would lose Heat; if there are Villagers who has the same Location variable with the Alien they must choose a random Villager with the Location variable the same as the Alien and they lose Heat instead.
Whenever there exists no Villager who have a positive Heat and the Alien have a Heat that is positive; repeal all dynastic rules, fail all Pending Proposals and start a new Dynasty with the name “The Second Dynasty of the Alien”.

When multiple units of heat are lost at once, does it select a new person per unit of heat, or take it all from one person? This is especially relevant in cases where you spend both heat and time at once while Outside, since they could be considered different sources of heat loss.
