[ Rule 1.8 is the only part of the ruleset that stops making sense when Tokyo goes idle; this should fix it. ]

In Rule 1.2, replace “For the purposes of the Ruleset, excluding Rules 1.1 and 1.2” with:-

For the purposes of the Ruleset, excluding Rules 1.1, 1.2 and 1.8

for that looks right. the only tricky part might be ‘The Tokyo may vote to VETO any Proposal’, which might mean e could veto a proposal while idle. not that i’m against that, just that it’s confusing.

an alternative might be a rule that says the tokyo will never be counted as idle.

Apologies for my idolatry; I am having to travel a lot for work at the moment, and getting online from some of these places can be tricky. I feel bad, as I’ve always considered Imperial idleness to be a tad rude, but there we go. If the dynasty’s still going in a few weeks I should be able to contribute again.
