If the proposal OFVETO failed, this proposal does nothing.
Add to the the rule The Director:
This rule does not apply to Clerks who are acting as the Director as described in the rule Committees, unless that Clerk would still be the Director otherwise. (To clarify, the actual Director must still record an Appraisal of these Clerks, and can become Beleaguered and reveal that a player has achieved victory, but anyone acting as the Director, such as Chairpeople during a Motion, can not.)

Ah, I was assuming that “considered to be the Director for Motions originating from that Committee” didn’t include the veto (that the veto button was its own thing that proposals checked for the pushing of), but looking closer I think you’re right.
