Reword “Characters” to the following:

Characters are publicly-tracked entities that have a name, an Icon, which can be any unicode character, and a Hierarchy Level, which defaults to “None” and can be one of the following: “None, Safety, Belonging, Esteem, Self-Actualization, Transcendence”. As a Weekly Action, the Board Historian may create a new Character with an Icon that is neither an existing Symbol nor an existing Icon, and a name of their choosing that is not the name of any Player or any word that exists in the ruleset.
