Add the following to the “Other” section of the Keywords rule in the Appendix, in the correct position when organising entries by alphabetical order:
Endgame Lockdown
When the Dynastic Rules are described as being under an Endgame Lockdown, no Proposals can be made that add to, remove or change their contents.
Add a new dynastic rule, called Endgame:
The Dynastic Rules are under an Endgame Lockdown.
Having a stab at infrastructure for locking down the rules at the end of the dynasty. Note that this restricts proposals only, not CfJs, so can’t actually hard-lock the game.

We can probably cut out the middle step, here: expand the scope of Amendment Lockdown keyword to always be the dynastic rules (since they can’t apply to Core/Appendix anyway), and leave it implicit that a dynastic rule can say “If JonathanDark is not idle, the game is in Amendment Lockdown.”
“significantly add to, remove or change its contents” and “do not substantially change the meaning” are a bit vague for suggesting that minor changes (a number here, a “not” there) may be alright, and that threading an endgame scam through that needle would be allowed. I’d be fine with a blanket “no proposals which would amend dynastic rules”, given that we still have CfJs on the table.
Would also consider calling this Endgame Lockdown (to make the use case more obvious) and have it also disallowing the arrival of new or idle players. But that may be a separate question.
