Simultaneously remove the sentences “The Contractor with the highest Return on Investment when the dynasty has finalized has achieved victory.” and “The dynasty has not finalized.” from the ruleset.

Then add a subrule to “Finance” called “Financial Victory”:-

If there are at least seven Finished Projects, then the grand plan is finalized; otherwise it is not. If the grand plan is finalized and a single Director has a higher Return on Investment than every other Director, then that Director has achieved victory. (A Contractor is a Director if they have won at least one Project; otherwise they are not.)
