In the rule “Fuel”, change the text

As a weekly action, a Shuttle may gain 3 Fuel, or 6 Fuel if a Proposal of theirs has been enacted during the previous seven days.

to

Each Shuttle with less than 15 Fuel may gain 3 Fuel as a weekly action.  The Traffic Warden may gain Fuel in this way even if it has 15 or more Fuel.  Each Shuttle may, as a separate weekly action, gain 4 Fuel if they are the author of a Proposal that became enacted in the last 7 days but after the last time they took this action (or after the start of the dynasty if they have never taken this acton).

The author of this proposal gains no Fuel for its enactment.

Combining the fuel limit with the change to weekly proposal rewards.  Also bumping the proposal reward to 4 in order to remove ambiguity between the regular and bonus fuel gains.

against Actually, COV, “weekly action [if X] in the last 7 days but after the last time they took this action” seems awkward to keep track of.

Then what do you propose, to not make non-Monday proposals twice as valuable?

Non-Monday proposals being more valuable doesn’t really seem like a problem. I think “proposal of theirs has been enacted during the previous seven days” works as a vague, ongoing binary for “player is adequate at making proposals”.

I don’t know that the “in the last 7 days” clause is really necessary. Is in really all that useful to have the opportunity expire?
