Create a new sub-rule of Rule 2.3 Military - “Dossier” with the text:

Each DDA Member has a Dossier that tracks the tech they own and what space ship, if any, that DDA Member pilots.  This informoation is tracked on the wikie page Member Dossiers. The Member Dossiers wiki page may not be modified except by a successful proposal or if allowed by another rule. If a new DDA Member becomes unidle or joins the game, their name is added to the Member Dossiers wiki page.

Clear any information on the Member Dossiers wiki page and add all existing DDA Members’ names to it.
