Add to rule 2.3.2 (Training)
An Olympian can never have more training points than twice the average of eir attributes
If at any time any tp changing effect would cause them to do so, then eir lowest stat will be increased by 1 point automatically. This process is repeated untill they no longer exceed eir limit.
Any olympian who currently exceeds eir limit will have eir TP spent as if their TP had just changed when this proposal passes.
But it would seem to encourage hordeing, since it gives the horder more attribute points.
