Proposal: Treasury Use and Merchant Taxes

I think we need to have a use for the treasury.  And, with that, basic taxes.

Add to 2.1.1 Occupations:

2.1.1.3 Merchant Occupations

For every Villager who has an Occupation that is listed in the “Merchants” section of the linked page, Zahndorf gains an amount of pfennigs per day equal to the amount of living, non-prisoner villagers times the result of a roll of 2DICE20.

Add to 2.6 Treasury:

2.6.1 Treasury Uses

Zahndorf has a very small treasury. Pfennigs from the treasury may be used only once every 10 days.

To use the treasury money, you have to start a town meeting for that use.

You can ask to erect temporary walls around Zahndorf.  If the town meeting passes, 800,000 pfennigs are removed from the treasury.  When there is a werewolf attack, roll 1DICE20.  If the result is 12-20, the walls stop the attack, and fall down.  If the result is 1-11, the attack succeeds.  The walls are still destroyed if the attack would fail anyway.  The walls fall down in two days, if they are not destroyed already.

This wouldn’t add anywhere to track the gained money. There’s no real need for it. It doesn’t add to the game much.

Walls: There wolves walk among us. Walls don’t make a lot of sense as far as the theme.

imperial i agree w/ chivalrybean re. the walls.

the taxation isn’t so bad, except there’s no real reason for a treasury otherwise, and it becomes yet one more thing for someone to do. also, would need to make sure it’s clear about daytime/nighttime

I’ll just add that it’s usually good form to avoid referring to rules by number in proposals (or in rule text, for that matter).  Rules are automatically numbered by the wiki, and these numbers change over time as rules are added or removed, which screws up references by number.  In fact, some current rules are messed up because of this.  I’m working on a CfJ to fix them up.
