Proposal: Useless rule cleanup

Remove rules 2.11, 2.18, 2.20 and 2.26 from the ruleset.  Renumber all remaining rules accordingly.

against Refering to rules by number is bad.  By the time this is Enacted, the Rules may be numbered differently.  Also, 2.18 is not useless.  The definition of “Audible distance” is used in another Rule.
