Proposal: We Claim Everything

Add a new dynastic rule to the ruleset.  Call it “Space Domination” and give it the following text:

If at least 29 Orbits have Flags whose owner is the same Shuttle, that Shuttle achieves victory.
If at least 30 Orbits have Flags whose non-idle owners are all members of the same Hivemind, this rule awards victory to that Hivemind.

In the rule “Hiveminds”, change the text

If the rules Award Victory

to

If a rule Awards Victory

...okay, only 5/6ths of it.

Are we planning to make hivemind specific win-cons? For example a Proposal that allows Team Keep Jupiter Tidy to win if they somehow tidy up all of Jupiter? (I don’t know what I’m talking about, I’m just wondering if each Hivemind could have its own win-cons)
