Part 1:

Introduce a new Dynastic rule called “Victory Conditions”, as follows:

Notwithstanding anything to the contrary in the Ruleset:
(1) No Healthy or Wounded Survivor who is not a Cultist may achieve Victory if any Cultists are Healthy or Wounded; and
(2) No Cultist may achieve Victory if there are any Healthy or Wounded Survivors who are not Cultists.


Part 2: If a majority of the Effective Vote Comments to this proposal include the phrase “kill the zombies too”, then replace the phrase “if any Cultists are Healthy or Wounded” in clause (1) above with “if any Cultists are Healthy, Wounded or Infected”.

Incidentally, my interpretation of the rules would be that an EVC that is IMPERIAL but where the actual text of the comment does not include the “Kill the zombies too” does _not_ count as an EVC that includes that phrase simply because the leader’s EVC includes the phrase.
Does anyone disagree with this interpretation?
