Proposal: Weeds again

Add a subrule to Rule 2.23.1 “Botany”.  Call it “Weeds” and give it the following text.

The Herbalist may and must occasionally replace a ‘.’ on the Map with an ‘h’ for every 3 ‘h’s already on the Map. 

If e does not do this in a week, then before the next time e does it, any Monk with no Station may assume the Station of Herbalist and remove the Station of the old Hebalist, unless there are fewer ‘.‘s than ‘h’s on the Map.  This may only be done once per week.

Um.  “Proposal: Survival of the Fittest” was actually made before this proposal.  It seems that sometimes when posts are adminned, the original post time gets changed by an hour.  Sorry for the confusion, but “survival” really was the oldest pending proposal at time of adminning.

Actually, the original idea was just to make a certain number each week, but then I decided to make the Herbalist responsible for it and this proposal is the result.
