If the proposal Werewolve fails, this does nothing

In the rule Bad Moon Rising, change the text

As soon as Zahndorf has ten or more Villagers in it, the Mayor may select two random Villagers (excluding himself) to become Werewolves. He shall alert them to their affliction through email or some other means, and each Werewolf shall be told the identity of the other. The Mayor shall then repeal this rule.

The phrase “but each Werewolf shall not be told the identity of the other” is passive voice—I believe the intent is for this clause to only restrict the Mayor’s action, not to restrict anyone else’s action.  I suggest rewriting it as “...but the Mayor shall not notify either Werewolf of the identity of the other Werewolf.”

I believe that I can reword this so long as no one has voted?

I did so.

Only if no one has _commented_, not _voted_.  Hopefully, no one will fuss in this case. for

(I think the old wording is fine, also.  Especially since the rule repeals itself.)

[Clucky] They only have to pick the same target, to coordinate an attack, which will presumably be the first villager to stick their head above the parapet and propose something anti-werewolf.

I can think of an interesting couple of ways for them to coordinate attacks without blowing their cover, though. We’ll see what happens. (And if it isn’t working, I’ll propose a neutral fix, as Mayor.)
